El Gobierno departamental del Valle queda investido de facultades para adelantar los juicios o acciones que fueren necesarios, encaminados a adquirir el pleno dominio sobre los terrenos o mejoras de particulares, siempre que se necesitaren para la ejecución del proyecto de balneario, y en cuanto no perjudique las vías públicas y zonas de servicios comunales.
