º . Modifícase el artículo 23 del Decreto 1000 de 1997, el cual queda así: "Artículo 23. Compensación de deudas tributarias y aduaneras . Habrá lugar a compensar deudas por concepto de obligaciones tributarias con saldos a favor generados por pagos en exceso o de lo no debido de tributos aduaneros, igualmente procede la compensación de deudas por concepto de tributos aduaneros con saldos a favor generados en declaraciones tributarias, pagos en exceso o de lo no debido".
