Art. 3º. Las reclamaciones pendientes de los Departamentos pasarán inmediatamente a la Corte Suprema de Justicia, en donde podrán complementarse por los interesados y por la Corte misma a virtud de los autos para mejor proveer que ésta tenga a bien dictar, sin perjuicio de lo dispuesto en el artículo 9º de la Ley 44 de 1886 .
