Art. 14. Pertenecen á los municipios, los bienes, derechos y acciones que por cualquier título pertenecieron á los Distritos municipales; los bienes mostrencos y vacantes que se hallen ahora ó luego dentro de sus límites; y también los bienes de personas que hayan muerto o murieren sin dejar herederos testamentarios ni ab-intestato.
