Autorízase la emisión de títulos de deuda de la Tesorería General de la República denominados "Tesoros" en cuantía hasta de cien mil millones de pesos ($ 100.000.000.000). Los recursos de la colocación de los títulos se destinarán a atender la regularidad de los pagos contemplados en el Programa Anual de Caja.
