Articulo 2 º. El Consejo Nacional de Política Aduanera podrá otorgar tarifa arancelaria Unica del 1% ad-valorem, a las maquinas y elementos auxiliares indispensables que en conjunto constituyan equipos completos destinados a evitar la contaminación del medio ambiente, siempre que previamente a la presentación del manifiesto de importación definitiva., mediante resolución, así lo determine. Al analizar esta tarifa arancelaria Unica, el Consejo ten drá en cuenta: 1º. Resol ución expedida por el Ministerio de Salud. 2º. Existencia o no de producción nacional del equipo a importar. 3º. Compromisos en el Grupo Andino y otros procesos de integración, y 4º. Grado de Tecnología.
