Art. 4.° Cuando en una Oficina ocurriere vacante por fallecimiento de un empleado, licencia ó abandono del puesto, el respectivo Jefe de aquélla proveerá inmediatamente todos los destinos por sustitución, de manera que dicha vacante quede provista interinamente por el individuo que desempeñe el puesto inferior siguiente, y así sucesivamente ; y sólo nombrará para servir el último empleo, y también en interinidad, á un individuo de fuera de la Oficina. Cuando la vacante fuere del Jefe, el empleado inmediatamente inferior asumirá sus funciones y decretará, acto continuo, la sustitución, de los demás, nombrando asimismo quien sirva el último puesto.
