Operador del programa de alivio. Los recursos destinados para este programa serán ejecutados preferiblemente por una entidad vinculada al sector que para el efecto contrate el Ministerio de Agricultura y Desarrollo Rural, conforme a las normas aplicables.

Parágrafo

El operador deberá adelantar las gestiones necesarias con el fin de que los entes territoriales puedan realizar aportes con el fin de incrementar la capacidad financiera y/o la cobertura de beneficiarios del Programa.
