La publicación no podrá empezar antes de que por la autoridad respectiva se acuse el correspondiente recibo de la manifestación a que se refiere el artículo 15, lo cual deberá hacerse dentro de ocho días a más tardar; pasados los cuales podrá empezarse la publicación aunque no se haya acusado el recibo.
