° El ICFES, en unión con el respectivo establecimiento y con la Oficina Sectorial de Planeación del Ministerio de Educación, elaborará, en cuanto se refiera a los aportes de la Nación, los presupuestos de las universidades y de más institutos oficiales de educación superior. Vigilará, además la ejecución del presupuesto en dichas entidades.
