Los memoriales o solicitudes referentes a asuntos relacionados con la industria del petróleo serán presentados personalmente por los interesados al Secretario del Ministerio de Minas y Petróleos. Si el interesado residiere fuera de la capital, lo presentará ante la primera autoridad política del lugar. Al pie de todo memorial de solicitud de esta clase se sentará un acta firmada por el funcionario que lo reciba y por la persona que lo presenta, por ante el Secretario respectivo, si la presentación se hace fuera de la capital. En este caso, firmarán el acta, además, dos(2) testigos vecinos del lugar." Comuníquese y publíquese.
