Artículo doce . El Ministerio de la Economía Nacional, directamente o por medio de contratos, podrá establecer laboratorios, plantas y explotaciones de investigación o ensayo de materias primas y procedimientos para su beneficio, para lo cual podrá adquirir o tomar en arrendamiento yacimientos, terrenos, edificios, equipo y materiales, y prestar su contribución técnica, de personal, maquinaria, equipos y demás d colaboración que estime necesaria.
