° Los Agentes de Inmigración de Colombia se abstendrán de celebrar contratos con individuos que no llenaren los requisitos que les señalen las leyes de su patria sobre emigración; esta prohibición se extiende también a los particulares o compañías que traen inmigrantes a Colombia; en general, el Gobierno procurará, por los medios que estén a su alcance, que la inmigración que llegue a Colombia no sea clandestina.
