º . Creación. En los términos establecidos en la Ley 60 de 1993, los Fondos de Salud se crearán y organizarán, a iniciativa del gobernador o alcalde, mediante ordenanza o acuerdo expedido por la respectiva asamblea o concejo, según el caso, o en uso de facultades extraordinarias otorgadas para tal fin a las respectivas autoridades.
