Autorízase al Gobierno Nacional para hacer las apropiaciones y los traslados y abrir los créditos que sean necesarios para dar cumplimiento a la presente Ley, en caso de que no sean apropiadas las partidas correspondientes en el Presupuesto de Gastos.
