Parágrafo

del artículo 4º del Decreto 600 de 2003, el cual quedará así: "

Parágrafo

Cuando un operador de Telefonía Pública Básica Conmutada (TPBC) demuestre a través de pruebas técnicas que el usuario final de los servicios de TPBC los está utilizando para la prestación de servicios de telecomunicaciones para los cuales no está autorizado, podrá suspender la prestación del servicio de TPBC. El operador de TPBC, al tomar la decisión, deberá garantizar el debido proceso al afectado".
