El Director del Panóptico tendrá la obligación de dictar á los empleados subalternos conferencias sobre régimen penitenciario y facilitarles lecturas apropiadas al buen desempeño de su cargo. Si se estimare conveniente, allí mismo podrán ingresar otras personas que quieran aspirar a obtener preparación para servir este cargo en otras prisiones de la República.
