º Procedimiento conciliatorio. Los funcionarios administrativos que indica el artículo anterior, no están facultados para calificar las circunstancias exceptivas a la prórroga ordenada por el artículo 104 bis de la ley 135 de 19961, y en todo caso deberán advertir a los arrendatarios, aparceros o similares, el derecho que les otorga dicha disposición de permanecer en los predios que ocupan, y a no ser lanzados sino previos los trámites de un juicio de lanzamiento.
