El artículo 1º del Decreto 1780 de 2003 quedará así: "Créase el Premio Nacional a la Innovación Tecnológica Empresarial, que se entregará bajo la denominación de Premio Colombiano a la Innovación Tecnológica Empresarial para las Mipymes , como estímulo a la investigación aplicada, creatividad, diseño, innovación tecnológica empresarial y/o industrial de las empresas".
