Las licencias y los permisos otorgados en virtud de leyes, decretos y resoluciones anteriores serán respetados y continuarán surtiendo sus efectos. El Gobierno determinará la forma de hacer la revisión de dichos permisos y licencias y procederá a retirarlos a quienes no los tuvieren ajustados a tales leyes, decretos y resoluciones. Cada revisión de permiso o licencia tendrá un valor de diez pesos, que se destinará por el Departamento Nacional de Higiene única y exclusivamente al fomento de la Policía Sanitaria Nacional.
