Art. 12. El Secretario de Guerra i Marina podrá destinar accidentalmente a la oficina de su cargo a uno o mas empleados del Estado Mayor jeneral, con el fin de que ayuden a la liquidacion de los ajustamietos militares i demas trabajos pendientes en dicha Secretaría.
