Artículo cuarto. El Gobierno o el Jefe del Departamento procederán conforme a las disposiciones legales vigentes, a designar el personal que deba ocupar los empleos que se establecen por el presente Decreto. Los empleados que estando al servicio del Departamento Administrativo del Servicio Civil fueren incorporados en dichos cargos, no requerirán llenar otra formalidad para la posesión que la firma del acta respectiva y el pago del impuesto de timbre correspondiente a la diferencia de remuneración, si a ello hubiere lugar.
