Adiciónase el Presupuesto de Rentas y Recursos de Capital en la cantidad de cuarenta y cinco mil seiscientos millones de pesos ($ 45.600.000.000) moneda corriente, que con base en los Certificados de Disponibilidad números 110 de noviembre de 1984 por valor de $ 35.000.000.000 y 111 de noviembre de 1984 por valor de $ 15.000.000.000 del cual se utiliza la suma de $ 10.600.000.000, expedidos por el Contralor General de la República, se incorporan así:
