Art. 1.° Desde primero de Setiembre próximo, el Territorio de Bolívar, que había sido cedido al Gobierno nacional por la ley IX de 1870, expedida por la Asamblea Legislativa del Estado de Santander, dejará de ser administrado por el Gobierno nacional y quedará reincorporado en el Estado mencionado. En consecuencia, desde esa fecha cesarán en sus destinos los actuales empleados del orden político y judicial.
