Art. 7º La Corte de Cuentas tendrá presente, al examinar las de los empleados pagadores, las disposiciones del presente Decreto, que empezará á regir en la capital de la República desde su publicación, y en los Departamentos desde que se reciba por telégrafo y se publique en las respectivas capitales.
