El Capítulo III, titulado "Derechos y Deberes fundamentales de los Estados", pasará a ser Capítulo IV, con el mismo título y constituído por los actuales artículos 6 a 19, inclusive, los que pasarán a ser artículos 9 a 22, respectivamente, pero la referencia a los "artículos 15 y 17" en el actual artículo 19, que pasará a ser artículo 22, será modificada por "artículos 18 y 20".
