El presente Protocolo entrará en vigor, entre los Estados que lo ratifiquen, cuando los dos tercios de los Estados signatarios de la Carta hayan depositado sus instrumentos de ratificación. En cuanto a los Estados restantes, entrará en vigor en el orden en que depositen sus instrumentos de ratificación.
