La terminación y la liquidación de los actos, contratos y operaciones del anterior Instituto de Crédito Territorial serán ejecutados por una unidad administrativa especial por la naturaleza de sus funciones, que organizará el Gobierno Nacional, adscrita al Ministerio de Desarrollo Económico, con personería jurídica y patrimonio propio, a la cual señalará un régimen administrativo especial, acorde con sus funciones liquidadoras.
