El Instituto Tutelar, no comprendida la Escuela de Trabajo, está destinado a la guarda y educación de los menores que se hallen en cualquiera de los casos enumerados en el artículo 1.º El fin del Instituto es amparar a los menores hasta que se hallen en posibilidad de conducirse solos y de ganarse la vida honradamente.
