Todo propietario de vehículo destinado al transporte de hidrocarburos y combustibles líquidos derivados del petróleo, debe obtener licencia del Ministerio de Minas y Energía que acredite al vehículo con o apto para prestar este servicio. La licencia que expida el Ministerio tendrá validez por el término de dos (2) años.
