Autorizase el Poder ejecutivo para contratar un empréstito o un préstamo hipotecario hasta un millón quinientos mil pesos ($1.500.000), con la hipoteca de los edificios destinados a cuarteles y garantizando su servicio con el producto de la "Cuota de Defensa nacional," en cuanto exceda a los gastos que demande el servicio territorial y con las partidas que actualmente se destinan al pago de arrendamientos.
