° Los Directores de Higiene no podrán expedir licencias para la importación o venta de las sustancias y jeringuillas a que se refiere el presente Decreto, sino a las farmacias y droguerías establecidas en él respectivo Departamento o Intendencia. Las licencias que expidan las Direcciones Departamentales de Higiene que funcionan en los puertos marítimos deberán ser visadas por el respectivo Médico de Sanidad.
