ARTICULO 491 . Dirección de la actuación . Las órdenes para hacer comparecer a los testigos, o para que se den los documentos o copias que se soliciten las dará el Senado, cuando se haya reservado la instrucción de la actuación, y las comunicará el Secretario; cuando la actuación se instruyere por comisión, ella expedirá dichas órdenes, por medio del Secretario del Senado.
