El Ministro de Hacienda y Crédito Público podrá presentar ante el Congreso de la República, cuando la proyección de ingresos del Sistema sea superior a los ya presupuestados, adiciones al Presupuesto del Sistema General de Regalías. La preparación del presupuesto adicional se sujetará, salvo los plazos allí definidos, a lo dispuesto en los artículos 82 - 88 del presente decreto. CAPÍTULO VII Ejecución del presupuesto
