Constitúyase la Unidad Agrícola Empresarial, como un área de tierra a titular en zonas de baldíos, a las personas naturales o jurídicas que demuestren ante el Ministerio de Agricultura, la necesidad de dicha tierra para desarrollar en ella un proyecto que genere riqueza, empleo o protección medioambiental en la región, siempre y cuando se hayan adquirido previamente las mejoras y demás bienes a los actuales poseedores.
