Financiación de predios rurales para docentes. Con el fin de facilitar el arraigo de los docentes en las zonas rurales en donde laboran, el Gobierno Nacional organizará un programa especial para financiarles la adquisición de predios rurales, a través del Instituto Colombiano de la Reforma Agraria, Incora.
