Las mercancías a que se refiere el artículo 1º del Decreto 1706 de este año, podrán introducirse al país siempre que estén amparadas con factura consular o conocimiento de embarque visados antes del día primero de octubre del presente año. Tales mercancías solo pagarán los derechos de importación que regían antes de la fecha del Decreto 1706 citado (27 de septiembre último).
