Art. 1°. Declarase legalizados todos los pagos por anticipación imputables a periodos económicos anteriores al 1o. de Enero próximo pasado. En consecuencia, todas las oficinas pagadoras harán en sus libros los asientos correspondientes como si ya hubieran recibido todas las órdenes respectivas de legalización, y pasaran a los Ministerios de Estado las relaciones del caso, especificando por Art. s del Presupuesto los gastos relativos al bienio de 1903 y 1904. Los ordenadores, en vista de esta relación, describirán en su cuenta las partidas correspondientes.
