Art. 3.° Autorízase la circulacion por los correos nacionales, de "tarjetas postales." El porte de ellas será de cinco centavos.

Las "tarjetas postales" deben circular fuera de sobres. Una de las caras se reserva para la direccion. La comunicacion se escribe al reverso.

No pueden esceder de las dimensiones siguientes:

Largo, catorce centímetros.

Ancho, nueve centímetros.

Es prohibido añadir o adherir a las "tarjetas póstales" objetos de cualquiera clase.
