Art. 73. En caso de trastorno del orden público el Gobernador del respectivo Departamento, con la aprobación del Gobierno, diferirá las votaciones, y avisará al público la nueva fecha en que ellas deban verificarse con quince días de anticipación, por lo menos, en cada uno de los Distritos del Departamento.
