Señálase la cantidad de doscientos mil pesos ($ 200,000) anuales, que se considerará incluída en los respectivos Presupuestos de gastos con destino a dicha obra.

Si los fondos comunes no fueren suficientes para atender a los gastos de la obra, el Gobierno queda autorizado para contratar el empréstito o empréstitos que fueren necesarios, con las garantías que estime convenientes.
