Art. 3.° Los cuadros de distritos de círculos y generales deberán ser remitidos directamente a la Secretaría de Fomento por los Presidentes o Gobernadores y por los Prefectos, para el correspondiente examen de ellos, envío al Congreso de los que resulten exactos y formación del resumen general del censo de toda la República.
