El artículo 128 regirá así:

"Art. 128. Las sesiones de las Asambleas Electorales serán públicas, salvo la excepción contenida en la presente ley. Los particulares y las parcialidades políticas que patrocinen el triunfo de candidatos notoriamente conocidos como tales, tiene derecho de enviar un comisionado de sesiones, al cual se le permitirá tomar nota de lo que ocurra, y se le darán certificaciones sobre los sucesos que se verifiquen, si las pidiere."
