Para dar cumplimiento al artículo anterior, el Gobierno procederá a hacer los traslados que sean necesarios tomando la suma de cuatrocientos mil pesos ($ 400,000.00) por partes iguales de los artículos 165 y 167 de la Ley de Apropiaciones vigente, sin tener en cuenta los requisitos de la Ley 64 de 1931 .

Parágrafo

Las sumas necesarias para atender a la bonificación de los empleados dependientes del Consejo Nacional de los Ferrocarriles no se consideran incluidas dentro de la partida de cuatrocientos mil pesos ($ 400,000.00) de que trata este artículo, y serán apropiadas separadamente por el Consejo dentro de su respectivo presupuesto.
