El Consejo Nacional de Petróleos estará integrado por tres (3) miembros, designados así: Uno por el Senado de la República, otro por la Cámara de Representantes y un tercero nombrado por el Gobierno. Los tres miembros así designados deberán reunir, además las siguientes cualidades: Un abogado de reconocida versación en Legislación de Petróleos. Un ingeniero experto en cualquiera de las ramas de la industria. Y un tercero especializado en cuestiones económicas y financieras. Los dos últimos corresponderá elegirlos al Senado y a la Cámara de Representantes, respectivamente.
