Artículo decimotercero. Ninguna obra se podrá iniciar sin que el contrato respectivo esté perfeccionado, incluyendo pago, de impuesto de timbre y derechos de publicación, certificado de reserva y fondos expedido por la Auditoría Fiscal si su cuantía lo exigiere, y el cumplimiento de las demás disposiciones vigentes relacionados con el respectivo contrato.
