Art. 1º Considerarse como ficticios, salvo prueba en contrario, los contratos celebrados entre extranjeros y nacionales y también entre estos últimos, desafectos al Gobierno, cuando esos convenios tengan por objeto privarlo del derecho de exigir las contribuciones de guerra extraordinarias para su defensa.
