Autorizase al Gobierno Para contratar un consultor Técnico y Profesor de Estadística, extranjero, que se encargue de la instrucción del personal y de la organización del servicio, e indique al Gobierno las reformas que sean necesarias. EL Profesor dará una conferencia semanal, o lo menos, al personal de la Oficina y a los demás empleados públicos y a los particulares que quieran atenderla, y hará clase de Estadística en la Universidad, sin derecho a remuneración especial.
