Cualquier suma de dinero que obtuviere la Republica a titulo de indemnización por los perjuicios materiales sufridos con los acontecimientos verificados en Panamá el 3 de noviembre de 1903, no será empleada ni pignorada por el Gobierno sino cuando el Congreso dicte la Ley que determine su inversión.
