El Gobierno Nacional a través del Ministerio de Desarrollo (Instituto de Fomento Industrial, IFI) establecerá líneas de crédito especial para el funcionamiento y constitución de pequeñas y medianas empresas cualquiera que sea su forma jurídica, que le permita a las personas sordas y sordociegas desarrollar sus actividades económicas que en consecuencia les sirva para elevar su calidad de vida.
